Even a judge found Texas guilty of not providing 1.5 million children with adequate health care. This was August of this year. The justice said the State failed not only the 1.5 million children but 13,000 abused and neglected children. Rather than taking corrective action, the State decided to appeal the court's ruling over the objection of State legislators.”
