I ask unanimous consent that when the Senate completes its business today, it adjourn until 10 a.m. on Thursday, October 31, 2013; that following the prayer and pledge, the Journal of proceedings be approved to date and the time for the two leaders be reserved for their use later in the day; that following any leader remarks, the Senate proceed to executive session to consider the Watt nomination, with the time until 12 noon equally divided and controlled between the two leaders or their designees. At noon, Senator-elect Booker will be sworn in, so I ask unanimous consent that following the swearing-in of Senator-elect Booker, there be 2 minutes of debate equally divided and controlled in the usual form prior to a cloture vote on the Watt nomination.
