I respond to my friend from Idaho, his elucidation is the reason we have the States having the obligation, if they want in this program, to say ``we want in the program.'' I think from what the Senator outlined, if a State doesn't want in, then they don't come in. As I have indicated earlier in my remarks, I would be happy to work with Senator Craig's colleague, Senator Crapo, who now is in the Chamber, to see if we can come up with something that will meet his questions and some of his concerns. I have indicated to him that I certainly will not reject outright anything he has to say. I have an open mind and would be happy to visit with him. I have also indicated to Senator Kyl that there is absolutely no question that this has nothing to do with changing State law. The Senator has indicated at a subsequent time he will submit to us some language, and we will be happy to take a look at that, if he believes this language in our legislation is not clear enough. He also has had experience in water law, as has the Senator from Idaho. I would be happy to take a look at that. I have had great experience working with the Senator from Arizona, who has been extremely important in our working on one of the most difficult water problems we have had in the entire West. The State of Arizona and the State of Nevada were at war for about 3 years, a bitter water war.
