we will have one or two rollcall votes starting at 4 p.m. this afternoon. The PRESIDING OFFICER. The Senator from Arizona. Mr. McCAIN. Madam President, we have not completed this legislation, and we may be subject to a budget point of order. It is not clear yet whether there will be one, but according to this unanimous consent agreement, there will be no amendments filed prior to a vote on final passage either with or without a budget point of order being considered by the body. We will have time between now and then to have an indepth discussion of the provisions of this legislation. In the meantime, I thank the Senator from Vermont for his willingness to make very difficult compromises. I also thank many of my colleagues who have forgone the amending process in order that we may expedite this legislation, which if there is a definition for emergency, I would say this legislation fits that appellation. It is an emergency. What is happening to our veterans and the men and women who have served this country needs to be addressed, and we need to pass this legislation and get it to conference with the House as soon as possible.…
