This piece of legislation is really a masterpiece. To think that we have been able to get as far as we have... this is an extremely fine piece of legislation, which it is. I have been around not as long as my friend from Connecticut in the Congress of the United States, but I have been around a long time and this really, I repeat, is a masterpiece.
