This legislation, which is commonly referred to as the hate crimes bill, has that name because that is what it is about. It is about people with hatred doing criminal acts. Senate consideration of this legislation is much needed and is long overdue. It demonstrates, once again, the change that has taken place in this body since Senator Leahy began the chairmanship of the Judiciary Committee. But for his advocacy, we would not be in this spot; we would not be where we are now.
