I ask unanimous consent the Senate proceed to Calendar No. 230, S. 1302; that the committee-reported substitute be considered; the Harkin-Roberts substitute amendment which is at the desk be agreed to; the committee-reported substitute, as amended, be agreed to; the bill, as amended, be read a third time and passed, the motions to reconsider be considered made and laid upon the table, with no intervening action or debate; further, that if the Senate receives a bill from the House that is identical to the text of S. 1302 as passed by the Senate, then the House bill be read three times and passed with no intervening action or debate.
