it is with a certain amount of sadness that I worked on this matter this weekend and looked over all the past history of the surface transportation legislation. The sadness comes because Pat Moynihan is not here. When we started working this bill last year, I asked Senator Moynihan to come visit with me and my staff. He did. He came with that smile. I always had the feeling with Senator Moynihan that no matter the subject he always knew more than I did. He had a lot of humility. Even though he knew that he knew more than most anyone he dealt with, he never flaunted that great mind that he had. The legislation we have before us today is basically what Pat Moynihan envisioned for our country. Serving with him on the Environment and Public Works Committee--which I did for my tenure in the Senate--was like going to school and not having to take the test. Senator Moynihan was wonderful. He would talk about the great Robert Moses of New York and the planning that he did. I hope that all of us as we proceed through this bill will understand the greatness of Pat Moynihan, and what he has done for our country.
