“While both leaders are here, I want them to understand that, speaking for this Senator, Senator Levin and Senator Biden, we do not intend to hold this bill up because of the amendment we have offered. However, if we do not get a vote on our amendment, then we have no alternative. We need an up-or-down vote on our amendment. And the procedure, the way things are now before us, we will not be able to do that. So we will agree to a time agreement, and be totally reasonable, but we want an up-or-down vote on whether or not this matter should be referred to the Court of Claims.”
