I am pleased to do that. I want the record to be spread with the fact that this good man--more than any other Senator, because of what he is facing and will face in the very hot, humid, and sometimes tropical State of Florida--recognized this a long time ago. I admire him being ahead of this issue. He has been out there in the front and some of us have been trying to catch up with him. I yield to the Senator.
