I have no question that Price-Anderson gives the nuclear generators a subsidy and an unfair advantage. First of all, the GAO said there are 292 scientific investigative reports for which the Department of Energy is waiting. It wasn't time to go forward with that. In addition to that, the Nuclear Waste Technical Review Board, led by the prominent American scientist, Jared Cohon, who was dean of the forestry department at Yale and is now president of Carnegie Mellon, and his group have said that the science at Yucca Mountain is poor. Leader Gephardt issued a statement just 2 days ago decrying the Department of Energy's action recently dealing with nuclear waste saying that, among other things, St. Louis passed a resolution saying nuclear waste should not be brought through their city.
