We, the minority, are not stalling this bill. All we want is a simple up-or-down vote on whether or not we are going to lay off 29,000 teachers. We believe those teachers should have their jobs, should be able to keep their jobs.

There’s no state in the union that needs more help than West Virginia. And, in my opinion, Joe Manchin is hurting his own state. The state of West Virginia would benefit so greatly with infrastructure. It’s the poorest state in the union…
