I so appreciate the two managers of this bill. A year ago the roles were reversed. Senator Judd was the chairman. Senator Conrad was the ranking member. Mr. President, the way they operate it doesn't matter. They truly set an example of how the Senate should operate. I say--and I say this without any reservation or qualification--these two fine Senators deserve a hand.
