again this is an amendment that was offered and adopted earlier. It deals with Americans who were held prisoner of war in the first gulf war. This is legislation that is directly in keeping with the sense of the last amendment that was adopted. Senator Graham feels strongly about this issue, as do I. I ask that the Senate approve the amendment.
