Has the Senator noticed what happened on the floor in the last couple of days? An independent group, the Rand Corporation, that doesn't have a political bone in its body--it is independent; it is bipartisan; it is fair; and it has been around for a long time. The Senator from California is aware that, in effect, the Rand Corporation's independent report came out yesterday and said the things Governor Bush has been saying about education in Texas are wrong, not true, misleading. The children in Texas, in fact, aren't doing any better than the children in other places. They are doing worse. Has the Senator noticed those statements from the other side in trying to explain education?
