“I, of course, would vote for this amendment whether it had an offset or not because it is so important. I appreciate this amendment. When we send our people to battle in Iraq and Afghanistan and other places, they have the ability to communicate with each other. That is modern warfare. But with modern firefighting, police work, as with other first responders, they do not have that same benefit. That is certainly something they should have. I hope this amendment is adopted. I hope our friends on the other side of the aisle will recognize how important this is. It is just the evidence we need to do more. As I say to my friend from California, this is a step in the right direction. We need to do a lot more. I certainly hope this amendment is adopted. I hope it is by an overwhelming margin.”
