My friend has been a longstanding Member of this most important committee where we have dealt with matters of education for decades in the Senate. We know that private schools, most of the time, give kids more attention. We have all heard these reports. But as the Senator from Massachusetts pointed out, they do not have to accept children who are physically or emotionally or mentally handicapped. Public schools have to take all the kids. It makes it more difficult. We should be devoting our attention to helping the District of Columbia have the resources so they can take care of all the problems they have in public schools.
