We have been on homeland security for the 4th week. I was told yesterday they had 30 people who wanted to speak on this amendment. As I mentioned earlier this morning, that is a code ward for 'filibuster.' Is it not unusual that a President, who says he wants this bill so badly, has not helped move the bill in 4 weeks, and now the majority leader has arranged a procedure where they can have a vote on the so-called Gramm amendment and they are not taking yes for an answer? Do you think they are really serious about moving homeland security?
