Harry Reid said "I ask unanimous consent that following leader remarks tomorrow, Thursday, April 18, the Senate resume consideration of S. 649; that the time until noon be equally divided and controlled between the two leaders or their designees for debate on the Barrasso and Harkin amendments; that at noon the Senate proceed to votes in relation to the Barrasso and Harkin amendments, in that order, with all other provisions of the previous order remaining in effect.
