Mr. President, my good friend, the senior Senator from the State of New Hampshire, whom I admire so much, had to be smiling when he said that. I think he was part of the time. This is paid for. He objects to how it is paid for. That is a new one here. So I ask that we overwhelmingly support the motion to waive by Senator Murray.
