This bill is so much more fair to all 50 States than the bill in 1982, and the three subsequent bills. Some States prior to 1982 didn't even get 80 cents of every dollar they paid into the trust fund. This bill took a gigantic step, and now every State gets a minimum of 95 cents on every dollar they pay into the fund. This is a very fair program. It is imperfect, as I said before, but we are doing much better.
