“Private schools can pick and choose who they want. They can pick and choose the voucher kids who would be submitted to them from the school district here in the District of Columbia. Of course, who would not be accepted? A kid would not be accepted, of course, if the kid had a physical disability or a mental or emotional disability or has maybe been unruly in the past. The voucher program for the District of Columbia has not been approved by the authorities in the District of Columbia.”
