I ask unanimous consent that after I am recognized and after Senator McConnell and I have finished our remarks, that the time until 12:30 be equally divided and controlled between the two leaders or their designees, with Senators permitted to speak for up to 10 minutes each, with the Republicans controlling the first half hour and the majority controlling the second half hour; further, that the Senate recess from 12:30 to 2:15 to allow for caucus meetings.
