I appreciate very much their efforts. I appreciate the cooperative spirit in which we have worked over many years, along with the Senator from Ohio. I disagree, obviously, as I have pointed out, with this add-on, but that in no way diminishes the dedication and effort on the part of the Senator from Montana and the Senator from Nevada to try to provide a decent quality of life for men and women in the military. I also want to point out again the reason I began with. The Senator from Nevada pointed out a very legitimate aspect of this whole process. The Guard and Reserve have now become dependent on the Congress to provide the funding that they need--the Senator from Nevada is exactly right--because they know that the Pentagon knows that, if they do not request it, it will be added on in the process that we go through here. Mr. President, it is a stated reality, but it is wrong. It is wrong, and we have to fix this.
