I say to my friend from Utah, my friend from Vermont, and my friend from New York, I do not know where we got into the idea that we are going to have an amendment offered to Senator Schumer's amendment. I have the Congressional Record of March 8, 2001. Senator Grassley said: The point is we can assure the Senator from New York the yeas and nays on his amendment, not someone else's amendment. We can't assure the Senator from New York when we are going to vote on this amendment, but there is going to be a vote on the amendment. My only point is, how can we now change this to say we are going to be voting on a Gramm amendment? The Senator from New York was assured a vote on his amendment.
