Is the Senator aware that we have been told by them that the rulings that have been made on this bill have been a surprise to even them, in the many, many years they have served in the Senate? The new--I am talking about new in the last few days--determination of what is relevant has surprised even our very competent floor staff. Is the Senator aware of that?
