I will be happy to restate it: ANWR, and anyplace in my remarks in the last few minutes where I said ``Arctic wilderness,'' I was simply saying not wilderness in the sense of legislative wilderness, but it is a very remote area. The place around Searchlight is not wilderness either in the true sense of the word, but it is pretty wild desert. I did not mean to connote any legal term when I said ``wilderness.'' It is just a place out there all alone, Mr. President. My friend from Alaska used the words ``extreme disappointment.'' I can relate the extreme disappointment I have had on this bill in the last 18 days waiting, waiting, waiting to get to ANWR. That is the crux of this bill. We know that. If ANWR is disposed of one way or another, we have a bill. My friends from Alaska said they knew they had the votes. We will find out when we vote on this.
