“I always feel a sense of almost guilt when the Chamber is empty all day long and there are not people offering amendments and discussing the legislation, but it is important to note to all of the Senators within the sound of my voice and anyone else who is watching, today has been a very productive day. There has been tremendous work done by numerous Senators--Senator Enzi, Senator Sarbanes, Senator Gramm, Senator Thompson, and Senator Kyl. We could go through the whole list of Senators who have been heavily involved in working on this bill today behind the scenes. There has been a lot of work. The fact that we have not been in the Chamber should not diminish the fact there has been a lot of progress on this legislation.”
