pay-go, as we are attempting to legislate, has not been in effect. That is what we are trying to do. That is why this legislation is so vitally important. I appreciate the work of the Budget Committee and the Finance Committee getting us to the point we are today with the legislation we are attempting to pass. We are going to bring about in this country something that people can understand. They are going to understand that we are going to proceed in this body as they do paying their car payment, their housing payment. That is what we are trying to do. That is what this legislation is for. I am terribly disappointed in my Republican colleagues. Let's join and do something good for this country as it relates to the economy. This is a step in that direction.
