I am offering the amendment because we have had ample opportunity to understand what the effect is of having a moratorium on the Endangered Species Act. Mr. President, I am the ranking member on the subcommittee that will reauthorize the Endangered Species Act. I understand the Endangered Species Act and that we need to reauthorize it. I have worked with my friend, the distinguished junior Senator from Idaho, to come up with a bipartisan bill. I do not know if we are going to be able to do that. But we are going to attempt to reauthorize this bill. Whether it is the bill offered by my friend from Idaho or a bill offered by the Senator from Nevada, we are going to get into reauthorizing the Endangered Species Act. There are some things we need to do, in effect, to modernize the Endangered Species Act. I doubt there is any Member of this body who has not been contacted by one group or another regarding the moratorium on the Endangered Species Act.

The filibuster is nondemocratic. It has been used to the disarray of the Congress. And, certainly, it hasn’t been anything that has helped -- been helpful to the American people. It’s got to go.
we have now three hours until 10 o'clock. I hope that during that period of time, people will do whatever they need to do to make sure they get anything they want in, whatever they are trying to get. The reason I say that is that we are…
I didn’t have success because of my good looks, or because I was a genius. I had success because I worked harder than anybody else.
Get rid of the filibuster. It`s nothing. As Barack Obama said at John Lewis` funeral, it`s part of the leftovers from the days of slave owners. You have got to get rid of it. It`s very bad.
