I appreciate his coming here, as the people of Montana and the people of Nevada want, with just commonsense legislation. This is going to pass. I cannot imagine that this legislative body would walk away from here and not pass this must-do legislation. But I say I am of the opinion now that maybe this Republican Congress, which has been dubbed--not by me but by writers all over the country--as the most do-nothing Congress in the history of our Republic, I guess they want to make sure they don't lose that record as the most do-nothing Congress in history. This is evidence of it. We sit here doing nothing all day today, doing nothing all day tomorrow, when there are important things to be accomplished. Some of my colleagues were here earlier talking about the delicate balance we have in our economy. Housing all over the country is headed the wrong way. I have learned that highway construction and homebuilding are the two economic engines that drive our economy.
