We have 13 appropriations bills. This debate cannot relate around one appropriations bill. The Senator from Pennsylvania worked hard on the Labor-HHS appropriations bill. A number of us have worked on it. But the Republicans have left this bill to the last bill so they can attach everything to it that has not been done and that should have been done previously.
