I hope it is not necessary to have cloture on the LIHEAP matter. It has been cleared on our side and I understand the distinguished Senator from Tennessee is doing everything he can to have it cleared on his side. If the cloture vote is necessary, we will move forward as rapidly as possible. It is something we need to do. Both Senator Frist and I have committed to move this bill as quickly as we can. I hope that can be done.
