I respond by saying that, as I have indicated, virtually every State has an operating budget and a capital budget. Senator Ford, a former Governor of Kentucky, came and spoke at some length about how he conducted business when he was the Governor of Kentucky, and it was easy to determine the operating budget and the capital budget. Even though we do not separate them in our own Federal budget, the GAO and the Congressional Budget Office have, for many years, done studies to determine where the capital expenditures are in the Federal budget. So this is not illusory. This is something actually in the work that we have done for many years.
