I received a call before the last recess from the chair of the Business Roundtable. This is a group composed of Democrats and Republicans but, frankly, more Republicans than Democrats, and they represent the American business community. The chairman of that group said something to me. I asked him, Of all these provisions, which is the most important? And he said, We only care about one: the research and development tax credit has to pass. It is so important to the American business community. If we don't have that, it is going to have a tremendously detrimental effect on business. We have not done it.
