I have said publicly and, of course, privately that I think the Senator from North Dakota really has a grasp on numbers. The Senator is aware, is he not, that about a year ago at this time, it was approximately a $4.7 trillion surplus over 10 years? The Senator would agree now that that basically is gone; is not that right?
