it is a shame. We have a bill that is bipartisan. Cloture has already been invoked on it. We are on the bill. Why in the world can't we just finish this bill, have a couple amendments and go on? I am going to go ahead. I am going to fill the tree. I am sure I will get some outrageous response back, as if we are still in the Presidential election, saying we want this many amendments. We are not going to have that many amendments. This is a bipartisan bill. People are going to have an opportunity to vote for or against the bill. If they want to kill the bill, they can. It is one of the most popular bills we did all last Congress. We didn't do many, but this is one that was popular. I cannot imagine why we are trying to refight an election that took place 1 week ago. The clerk is going to report the substitute amendment.
