Senator Bingaman and I worked for a number of years to try to create within the Department of Education an education czar because children who drop out of school are never what they could be. We have so many students dropping out of school, and it is a shame. Those children who drop out of school will be relegated to menial work for the rest of their lives--if they are fortunate to be able to have any kind of work. So the afterschool programs, which the Senator from Illinois and Senator Boxer have worked on for years, are programs that, in most States, they are not even considering anymore.
