The legislative clerk read as follows: The Senator from Nevada [Mr. Reid] moves to commit the bill to the Committee on Appropriations with instructions to report back forthwith with the following amendment numbered 3853. The amendment is as follows: On page 19, line 15, strike ``not later than 30 days after the enactment of this joint resolution'' and insert ``By October 31, 2014''.
