I have already said that I appreciate the offer of the amendment by the Senator from Vermont and the statement by the Senator from Delaware. I have indicated that Senator Domenici and I have had and will work to increase the number that we have in this bill. We have all been to conferences and we will do the very best we can. I believe in these programs. I think it would be to everyone's interest that we go ahead on that basis. I don't think it would serve anyone's interest, after we have agreed to accept this amendment, to now have a full debate on it. If, in fact, my friend from Vermont wants one, we can do that. There are things in the program we can all talk about that I think would be better left for a later time. But I will do my share with the chairman of the subcommittee, with those of us on this side of the aisle in the conference, to do everything we can to raise the number as high as we can.
