Mr. President, Senator McConnell and I discussed what we should do the rest of the day. We have a number of Senators who have come to both of us wanting to offer amendments. We think we need to have people offer amendments so that we can find the universe of amendments and work through them and come up with a reasonable way to proceed forward. Having said that, I want people to offer amendments on my side, and I think Senator McConnell feels the same way on his side. We will make a determination later today as to how we will proceed on this next week. I think it would be fruitless at this stage to have a bunch of votes-- well, we need consent to do it, so I don't think there will be any more votes this afternoon. The PRESIDING OFFICER.
