I am confident that Senator Gramm of Texas and Senator Durbin will work this out. They have already agreed. You always have to be careful when people start putting things in writing; there could be a problem. I say to the distinguished manager of the bill, the senior Senator from Indiana, in his usual, deliberate manner, with the background of being a Rhodes scholar, he has explained it better than I did.
