It is absolutely the case. I also ask the Senator from North Dakota, through the Chair, to respond to a statement by David Kay given to me yesterday. He said there should be an examination of how the intelligence was used by the administration--not simply the failings of the intelligence community. Will the Senator agree that David Kay is right, there should be an examination of how the intelligence was used by the administration--not simply the failings of the intelligence community?
