we have over 1 million people, men and women, in prison in this country. Let's round it off and say we have 1 million people in prison, and 820,000 of those people in prison, men and women, have not graduated from high school. If there were no better reason to do something about the dropout problem, that would be it. We have to keep young men and women in school. Three thousand children drop out of school every day, 500,000 a year. This amendment would do nothing to take away from local school districts absolute control as to how they handle dropouts, but it would give them additional resources and assets they now do not have.
