I ask the Democratic leader if he has ever seen in his many years in the Congress, both the House and the Senate, the casual attitude, with so few appropriations bills having been passed? We have less than 3 weeks left until the elections of this cycle, and we are here doing nothing. Has the Senator ever experienced anything such as this?
