I will make a commitment without any qualification that I will do whatever I can to make sure that is part of the farm bill. I will talk with Senator Harkin, that is sure, the chairman of the committee. It is important we do this, and the Senator from California has my commitment--all four Senators--to do whatever I can. If it is not impossible, we may try to work something else out. Rather than have it part of the farm bill, we may try to do something freestanding.
