Madam President, first, this is not a filibuster. This is an agreement that he and I made that he could talk. Let me say this: We are going to have a vote about 1 o'clock today. After that is over, we will follow the rules of the Senate. My goal is to get this to the House of Representatives as quickly as possible. I think a lot of this time has been--without talking about what has transpired at this point--I would hope that we could collapse the time dramatically and move forward so the House of Representatives can get what we are going to send back to them. There is a possibility they may not accept what we send them. They may want to send us something back. If we use all this time under the rules as they now exist----
