“Let me say this to the Senator from South Carolina before I give up the floor. We have talked today about a couple of very important items, separate and apart from this underlying legislation, to show what we have been unable to accomplish because they have put stuff in the graveyard, the dump yard. The Senator from South Carolina has spoken out more vividly and clearly than anybody else in this body about the need for campaign finance reform, and I have supported the Senator from South Carolina with the constitutional amendment. That is the only way I think we can solve the problem once and for all. Does the Senator agree?”
