following my remarks and those of the Republican leader, the time until noon will be equally divided and controlled. At noon there will be a cloture vote on the motion to proceed to S. 1243. If cloture is invoked, all postcloture time will be yielded back and we will vote on adoption of the motion to proceed. I hope that will be a voice vote and we can begin consideration of the bill immediately following the vote at noon. The Senate will recess from 12:30 until 2:15 p.m. today for our weekly caucus meetings.
