Would the Senator acknowledge there is $200 million in this bill that the President requested based on hearings held by Senators Byrd and Stevens for food safety, including food inspectors, laboratories, protections against animal and plant disease, and also to assess risks to rural water systems; and also aware there is $154 million for cyber-security, there is also $100 million for the Environmental Protection Agency to look at assessments of water system security? We have people quibbling, and I say ``quibbling'' because I cannot find another word to describe what they are talking about this afternoon. The Senator has shown in graphic form billions of dollars taken away from the American people and given to a very small percentage of the people. Less than 1 percent of the American taxpayers, 42 percent, is gone because of that; is that right?
